Update: Apple Updates App Store Link-Out Rules for EU DMA, but the fees remain high.
Apple has updated its App Store's rules to improve its compliance with the Europe's Digital Markets Act (DMA) However, the fees that are a result of the changes by Apple are still quite high as per an article by The Verge.
The significant changes are explained by six sentences from Apple's News and Updates page, with readers being invited to visit the comprehensive explanation of the changes in the Developer Manual.
Highlights include promoting "offers to buy items from any place they want," developers being able to "use an actionable link which is tapped, clicked or scanned for users to reach their final destination" and "Updated commercial terms applicable to applications that utilize an External Purchase Link Entitlement are to be implemented to be aligned with the new enhancements to the features."
The new rules will take effect become effective "this fall" (no date for an earlier start date is set).
"Nearly Endless 20 Percent Fee to the developers'
In the words of The Verge, "Apple provides a near-infinite 20 % fee to developers in the most recent EU update" the updates appear to offer developers more freedom in linking to buying alternatives that aren't available through Apple's App Store.
However, the cost associated with these new features are so prohibitive and high that "it's impossible to envision the use of this feature by any developer. "
It's because for developers who choose to be part of to the StoreKit External Purchase Link Entitlement (EU) Addendum, the charges associated with it include a 5 initial acquisition charge and a 20 percent Store Services fee that applies to "sales of digital goods or services on any platform that take place within a fixed twelve-month time interval following the date of installation, including updates to apps and installation of new apps."
The Verge mentions that applications that have been updated or reinstalled through the user reset the clock back to the period of twelve months to continue paying store charges. Various other programs and mechanisms could lower fees, including the inclusion of support for third-party applications and charging auto-renewing subscriptions that qualify or the ability to create a developer account through Apple's small-business program. The ongoing costs of twelve months reset at reinstalls or updates is what makes them "endless."
A recently published TechCrunch article, "Apple revamps DMA conformity to allow App Store link-outs with fewer restrictions, and an entirely new structure for fees" further clarifies some of the differences between the various terms Apple offers as well as the associated fees including both new and existing. As an example it states that"Store Services Fee" will be "Store Services Fee" is "a 10% standard commission, or a five% discounted commission (e.g. Developers who are a included in The App Store's Small Business Program) under Apple's new commercial terms, or 20percent standard, and discount of 7% under Apple's existing terms."
